 
Cool Background
This tutorial will teach you how to create a Cool Background for a Wallpaper or something.
Step 1.
 Make an 800 x 600 in Pixels blank page with a white background.
Next make sure your foreground and background colors are set to black and white. [Press D key]
Go to Filter > Render > Clouds.
Step 2.
Go to Filter > Brush Strokes > Dark strokes and use following settings:
- Balance : 5
- Black Intencity : 6
- White Intencity : 6
Your result should be similar to this:
Step 3 .
Next go to Filter > Distort > Wave - and add following settings:
- Number of Generators : 20
- Wavelength : Min - 43 , Max - 43
- Amplitude : Min - 29, Max - 35
- Scale : Horiz. - 100 , Vert. - 100
- Type : Sine
- Undefined Areas : Repeat Edge Pixels
Your result should be similar to this:
Step 4.
Now All you do is Add colour. To do so Go to Image > Adjustments > Colour Balance.
And Fiddle with the colour settings till you find the right colour your after.
Your end result should look something like this:
